Does not look like your exact request but at the end does the same thing. It does not allow banned user to logout to reregister so unless he is a expert user who can delete cookies manually, you got rid of him.

Well, if he is capable of deleting the cookies manually, your request will fail too because your logic depends on banning the IP when the user is X however when user logs out or deletes the cookies manually, he wont be user X anymore in the eye of vbulletin so your IP ban will fail instantly. Since banned users can log out in default vb, your IP ban will be for no avail..
