the vbhome index.php 'builds' an html page from various templates in your database. Don't edit it unless you know what you are doing. It will use your forums colors, etc. utilizing whatever you have set for your forums.
Do you have to go to
www.yoursite.com/forums/ to get to your actual FORUM homepage? If so, you will see an index.php in the /forums/ directory. This is vbulletin's index... leave it.
What do you see when you go to the root of your domain?
www.yoursite.com/
Some hosts will put a generic index.html page there as a 'placeholder'. That gets deleted and replaced with index.php from vbhome.
