Yes, on the User Edit page (where you can edit a single user's information) there is a link at the top that is something along the lines of Edit Access Masks. Click on that link and you can disable / able forum access specifically per-forum.

You must also note however, that you need to have Access Masks enabled. You can do this by going to the vBulletin Options page.
