What if the guy has a new database name,,?? what program does he use to unzip and edit it.

re-installing vbulletin takes only 3 or more steps..
- Install PHPMyAdmin on both old and new hosts (if they don't support shell)
- Go to your old host and connect to your PHPMyAdmin and save all table and strings (once again, if they don't support shell)
- Upload it in the new host vis PHPMyAdmin (once again, if they don't support shell)
