I can log out without a problem, so it has to be your computer. The most common cause is a corrupted cookie. Delete all cookies on your browser. The second most common cause is that your browser cache is set too high. Refresh the browser after you log out. The third possible cause is your ISP proxy cache is the culprit, and keeps serving up the logged in homepage. You need to contact your ISP.
