Well in my personal thoughts. I think a welcome panel would be good but you need to move that other stuff that is at the top to the bottom. I'm not trying to be mean but to me it just seems like something that goes on the bottom. You might not have to move it all just the Currently Active Users. Also your Quick Search is a little over done mabe it is whas just a text box and not of the rest and more incorporated with the image at the top maybe? Also if you decide to make your own Welcome panel maybe you could include the tip of the day with it as well.

Just some thoughts don't get mad it is just what I would do and since you are not me you probably won't do it.
