You can try this (at your own risk, I didnt try):
Upload existing style set: (from your computer)
Style file: (upload from computer) {path/to/templatefile/
Overwrite existing style -
No, create a new style
Use style file even if it is for a different version of vBulletin

this will import all the templates which have changed in your downloaded template set.
then, step by step, fix all the template that vBulletin.com has change (from version 2.0.3 to 2.2.9 (the current version is 2.3.0, hightly recomended to upgrade) )
You should be able to find the list of changed templates in each release (hopefully).

they will have seperate language pack, that you can easily "translate" without touching templates.
