This almost certainly sounds like its not pointing to the correct directory where your games are stored. Go to admincp and under the 'General Options' for the arcade just put it a path from the root of your server, i.e. /forum/games. You might just be missing something really simple - double check.

As a further check, when you load that page where the game doesn't work, just look at the source code [View | Source] in IE and then see what path is actually being used

The games are on the right place, they work if i go directly to them (eg. games/breakout.swf)...
