login to admin cp, under Forums & Moderators click Permissions, you will see a list of forums and options like this:

(COPPA) Users Awaiting Moderation [edit]
Administrators [edit]
Moderators [edit]
Registered [edit]
Super Moderators [edit]
Unregistered / Not Logged In [edit]
Users Awaiting Email Confirmation [edit]

simply, click [edit] each of them and select yes to who can view and no to who can't view .. you must be sure you click on "Use Custom Settings" otherwise it will not save your settings...
