As Mist said, finding somebody to make a webpage for free is a very difficult task, mostly if you are expecting a good layout.

If you are a beginner, I would start with something like the w3c Core Styles, http://www.w3.org/StyleSheets/Core/, and maybe templates that can be found on http://www.freewebtemplates.com

I would modify the templates though after time, as basing your site totally upon them lacks originality and people might think less of your site and skills. After you get the hang of html, begin to make your own site and templates
