There maybe different reasons of this problem and one is your using your test board (a second vb installation) in the same server. If cookie domains (admin cp/vb settings) are not set correctly, both pointing the same server and if both vb installations are in the same server, their cookies may clash and you'll experience problems when you turned cookies on and it will disappear when you switched to cookies-off mode.
