Well the official phpbb style is available over at www.vbulletintemplates.com :P

If you want to make a style then firstly just play around ... get to grips with which templates use what...

You need to know how to do graphics obviously so you make your header image etc..

I'd be more than happy to help you along the way as you go along trying to make your style... so any problems you encounter just reply here and i'll help you out
