If you are looking for the feature that guest can post in a forum, it's default vb: just enable access masks and edit the permission for guest usergroup in any forum you like to give them ability to post.

If you are looking for the feature that posts are moderated, again this is defaul vb: Edit forum's options for any forum and you can make it moderated.

If you are looking for the feature that only posts of guests are moderated in a specific forum, I recall I have given the hack numerous times in the request forum. Please search here in the threads I have involved.
