I am a member of SANDBOX.com and they charge $2.95/month to access their website during "peak hours". I wanted to start a similar program. But, I only want to charge $1/month to allow people to access the website during my peak hours.

Some key factors:

1. Must be streamlined .. if someone pays with paypal.com it updates their acccount etc. No manual intervention

2. Must be able to control what days and hours .. Maybe only two days a week for 2 hours a day etc.

3. Perhaps only allow peak usage members during peak hours honors to stay logged on longer than 10 minutes.

SANDBOX.com is doing it and I think it would be useful for many people trying to cover bandwidth usage on established and large forums.
