The easiest way without any hacking at all is to just put this in the Forum Title field in your Admin CP:

There you go!

No need any hacking. Just change the URL to whatever you like. If you want the link to work in Forum Jump then you will need to hack forumdisplay.php.

There is also a hack that does this.
