i said exacly what you read. if you have flash enabled on your site, i could hack in no time your board and access your admin cp.
is it clear now?

why do you think vBulletin team doesnt do what other "cool" boards do?
because they have an idea about making a good piece of code, not crap like other BB's.
having flash enabled is a potential security risk. is not because vB team is lazy to add it.
