I'd say it would be a pain in the neck to pull down the vb licence and make the host shut down the board if site owner uses pirated software or breaks the licence agreement if the host is a free host. They have millions of customers, loosy support which tend to ignore email such as these.. So if I were the coder, I wouldnt encourage people use my script in free hosts either, especially if I have a strict user agreement and tendancy to trace users breaking it...
