Whoever submits the chapter first will have it added, the second user, once they hit the submit button will receve a message telling them they where too late, and is given the ability to view the chapter that was added.

I was thinking on working on a more advanced verson which would prevent you from seeing the submission form if someone else was currently adding a chapter, but it's not going to be included in this verson.
