*edit* but I think it would be best if it was by e-mail because the users could have PMs off or if there's a problem with the PMs, and if your doing it by e-mails, it well bypass the check for allowing admins to send them e-mails or not (meaning if the user doesn't want to get e-mails from admins, it won't look for that and well still send the e-mail), it's for support purpess
