Our admin just doesn't like doing that for some reason, he would rather have the mods (me and some other people) take care of it. But our main spammer has a rotating IP so an IP ban would do nothing

well, he could register under various usernames, so even the floodcheck cannot prevent that.

You have a point there, but it would still be a nice feature to have. And a lot of the spamming is because of people that are trying to raise their post totals, so the flood controll would stop them (since making a new name would pretty much defeat the purpose of it). As for the other spammers, we could take care of them some other way...
