you can use a news script such as this one and configure it to let all users post it to the main page. In my script users need to use the [news] tag to post in the main page. There are other nice news scripts in which you can customize a special board as news board and all threads there moved to the main page..Choose your pick..

BTW I still dont recommend such a practise as it cant be abused badly as clearly seen in the sample page you referred.
