Unless you personally own the content of every one of those links and can prove it in a court of law you have no recourse. But, having said that, vBulletin 4 isn't blocking a mother ++++ing thing. Even bots ignore robots.txt files. You're sure as hell not going to be able to block every proxy server or anonymizer. Search engines scrape content and it's very easy to scrape your content from search engines.

If you really own the content and need to block scraping you should probably consider upgrading to vBulletin 5 and contact a good copyright lawyer.
