No you dont have to pay for it...

vBportal itself is free...

What you have to pay for is Support and access to the extra downloads section...

For someone who is trying to use such a product for the first time, I would not recommend vBportal straight away...

vBindex I feel is the better of the two, but it is purely opinion...
