According to what I understand from the partner's question is, if there is any other Downloads system for either vb 5.x or another CMS.
Downloads II is only compatible up to vb 4.2.5, for vb 5.x it does not exist and there is no way to export / import the downloads generated by Downloads II in vb 5.x.
If this were so, if there were Downloads II in vb 5.x maybe I would consider uploading to vb 5.x (but maybe, there are other buts that I would have to shuffle ...).
I say this because the partner indicates he has a vb 5.x license.
However, as you very well say, your solution would be to migrate from server, I am in a VPS and I can select the version of PHP that I want, even 5.x.
If the partner's hosting forces him to move to PHP 7.2, he has that option, migrate from hosting to a VPS or similar where he himself selects the version of PHP he wants.
