You said this doesn't happen when you disable the navbar? How are you disabling it, via removing the navbar code in the template, hiding it via CSS, or by using a plugin to disable it?

We should start there first, there is something causing the display issue that must be within the navbar template code or css.

On the other questions, @media queries can be added to the main.css in the style options for vB3 which would be:

--> AdminCP --> Style Manager --> Your Style --> Now select Main CSS from the dropdown menu. Scroll to the very bottom and add your custom CSS in the bottom box.
