Often, you can find contact info. If the website's owner info is private under WHOIS Protection, there should at least be host contact info, example, from 1 of my NameCheap domains:

In this case, reach out to abuse@namecheap.com.
If they are hosted with a different host, and that may be possible, look for the "IP Location" and "ASN" information. It might state which web hosting they are with: GoDaddy, NameCheap, Hostgator, DreamHost, etc.
From there, you can get to the host's website and find the contact information as well.

Note that the majority of the domains have private/protected WHOIS these days, mainly because of the European privacy laws.
It's possible to contact the abuse email address that is listed on the WHOIS result but it's very unlikely that they'll do anything if you don't take legal matters.
