In the footer area of my site there are two footer area blocks of info. One is a footer navbar and the other area of info is useful items for visitors to the site.

What I would like to do is...rearrange the footer navbar (blue arrows) & the other area (red arrows)...so the blue arrow area is below the red arrow area (flip their locations).

The footer navbar (blue arrows) is controlled by the vBulletin footer template. The red arrow area is a footer.html file.
