I'd go Xenforo. IPB vs Xenforo have about the same range of plugins, and Xenforo's template system seems most familiar if you're coming from vB. That's my impressions anyway.

But FYI, I'm running 3.8, and was able to integrate a few image uploading sites like Imgur. Users can upload from their mobile, but there's a manual step where they have to copy the BBCode after the upload and paste it into the post.

But hey, it works.
