Is it possible to change the number of users that a user can block

The site I work on is competitive in nature and based on voting. We're having an issue with users blocking anyone who votes against them and going up to the maximum number of blocks which is, I think, currently twenty. We'd like to take that down to five to ten but I'm not sure how to do it. Any suggestions?
