Default Rssposter and tags

I want to add in the RSS flow <tags>tag1, tag2, tag3</tags> add tags to the article. Even if it is not possible to create new tags, but to bind the post to the existing one.

Which file is responsible for parsing an RSS stream?
Where and how to form SQL query privacy tags to the post?

Parse feed I could. It remains to understand which function will process the tags.

PHP Code:
            $normalised_item = array(

'link'                => $this->fetch_replacement('link',                $item),

'description'        => $this->fetch_replacement('description',        $item),

'title'                => $this->fetch_replacement('title',            $item),

'id'                => $this->fetch_replacement('id',                $item),

'date'                => $this->fetch_replacement('date',                $item),

'enclosure_link'    => $this->fetch_replacement('enclosure_date',    $item),

'content'            => $this->fetch_replacement('content',            $item),

'tag'                => $this->fetch_replacement('tag',                $item), //kovalsky  {feed:tag}

'author'            => $this->fetch_replacement('author',            $item)
            );
This code allows you to display in the admin view feed {feed:tag}

I need help to understand how the system works SQL queries. What is the function arranges the array result of the SQL query.
a classic bunch of PHP + SQL I know I would understand how they work within the CMS

--------------- Added [DATE]1495791325[/DATE] at [TIME]1495791325[/TIME] ---------------

The question, in what file and at what point the parser creates a new post.
To bind the tag ID of the post and user ID. As SQL to create and process I found.
