It needs to be done in the datastore table also which is serialized input (so don't modify it manually unless you know what you are doing). You can try reuploading the /core/install directory (without the install.php file) and uploading the tools.php file from the do_not_upload directory into the /core/admincp directory, point your browser to the /admincp/tools.php file and click to update the Options Cache. See if that fixes the issue.
