That is not default vBulletin functionality, some other mod is probably causing a conflict here.

Sorry, I mean that when you change colour of the shouts, the timestamp changes colour too. There is no separate colour for timestamps, IIRC.

Yeah, that's why I said "unmodified", since if you've customised the skin colours, that also potentially. affects the alternate colours in the Shoutbox

Specifically, the alt1 and alt2 StyleVars.
