Try this.
1. Go to AdminCP > Channel Management > Channel Permissions.
2. Scroll down to the target channel.
3. Click Edit for the corresponding usergroup you want to close the forum to.
4. Select Use Custom Permissions radio button.
5. Set No for the following permissions:

Can Post Topics
Can Reply to Topics
Can Comment
Can Edit Own Posts
Can Delete Own Posts
Can Delete Own Topics
Can Open / Close Own Topics
Can Copy / Move Own Topics
