Don't go there, that is for the settings related the entire administrator usergroup NOT a specific admin themselves.
Follow my lead above...
> AdminCP > Usergroups > Administrator Permissions > *Now click to "Edit" beside the admin username you want to modify permissions for.
Administrator Permissions != (Does not equal) Usergroup Permissions so you need to be in the correct admincp area and editing the correct "permissions".
