Not finding that directory & file.

Once once again, I ask - this is though my host file management, not through admincp? I want to make sure I'm in the correct spot

Found it - public_html/forum/includes

Now what do I do with this file? Open it in an editor or is it an executable? I've clicked on it and nothing. right click gives options like download, view, edit, edit code

I'll download and mess with it - see what I can figure out.
