You might start out with listing the types of modifications you are wanting to implement. If it is styling you are wanting, there are seveal right here.
There are a lot of things that can be done with CSS, javascript/jQuery, and or just using a static html module. Depending on complexity, some help can be found here, a lot of times for free. There is also api that can be called via ajax/javascript or in custom templates. Custom database queries will require PHP.
Keep in mind, with the ever changing VB5, the modifications you do implement will probably require maintenance to keep them up to date with the current version which can end up with more costs at upgrade time.
A coder for VB5 will need PHP, javascript, jQuery, SQL, and html skills. There are many available for hire. Finding one that is familiar with VB5 is not so easy.
