i have iconv iconv support enabled iconv implementation glibc iconv library version 2.12

and i have this problem for new threads and quick edit quick reply but if i edit advanced mode there isnt any problem...
what can i do?
i tried lang charset but not worked...

i tried lang charset utf-8 code working fine ...
but site not showing true..
