Me thinks he wants to restrict the fields within the user editor page, so they cant see the messenger fields or website field i. e.
But me dont know any forum script or mod that can do this, its always either you can edit users (full profile) or you cant.
The only "restriction" there is what moderators can edit in the ModCP (i. e. vB or MyBB).
