That is, as I said, not what "What's new" does for logged in users. It lists the last topics for guests, though.

Yes, there is. By default, it is set to 10 days (if you're using standard settings, i.e. database marking, not cookies). I.e., if a post is 10 days old, then it won't be listed as new anymore. Else, there is no limit, and vB is of course able to list more than 7 new items

Settings > Options > General Settings > Thread/Forum Read Marking Type and Database Read Marking Limit
