I think in many forums variety of topics and prefixes is good idea to have a global button to create a Topic.

Add to newthread.php the choice of target board, as well as the prefix and from there to publish in any section of the forum.

Nice idea, But I don't think that many forums need it, However I'll add it to the possible new features

Looking forward to hear more ideas!
