How can I remove the 'User Tag List' from the top of a thread?

It never seems to be populated, even if there are tagged users in the thread - is that normal?

I can see an option to hide for Guests, but how can I disable globally, for everyone?

EDIT: Found someone had asked the same question. It's in the Plugin Manager > Product : DragonByte Tech: Advanced User Tagging (Lite) > Show Thread: Display Tag List > Set plugin to Inactive

Is there a way I can see if this feature has been used though?
As in if anyone has tagged anyone by pressing the 'Tag User(s)' button?
