You're wrong. There is registration before payment:

1.- The message on the next screen (payment):
"You are not fully registered. Please follow this link or check the email inbox associated with your account to complete your registration process."

2.- The registration email:
"Dear xxxxxxxx,

Thank you for registering at Wrestling Forum

Before we can activate your account one last step must be taken to complete your registration. "

So, THERE IS registration. And actually this is the right way.
1.- Register a new user
2.- After login check if the user has a paid membership. If yes, allow him to access the site. If not redirect him to "payment.php" page.
3.- Setup a cron job to remove after (eg 72 hours) any register user who hasn't paid the membership. This way you can have your member data clean from unwanted records.
