The site was originally built and owned by someone else. I and another person purchased it from him. So, it came this way. I believe it was because it allowed you to make plugin webpages and modules to plug into it. I'm not sure. I don't see in the cp where cms let's you make pages and modules to plug into a page. I'm pretty sure this is the reason.
