I'm not sure what you mean when you say "when I go to the website itself, without the /forums". Is there supposed to be something (non-vbulletin) above the forum directory?

What url are you entering in the browser? You (probably) shouldn't be putting public_html in the url, if that's what you're doing. That's usually the folder that contains things that are at the root.
