I'm not sure what this means, but the answers above should tell you how to do that. I use xampp (which is available free here:
https://www.apachefriends.org/index.html) on my pc and it works great. You just need to install it, start it up, and you're ready to install vbulletin.
Edit: If you do choose to try xampp, the current version has php 5.6 which I believe will only work with vb3.8.9 or vb4.2.3, but if you need an older version of php you can use the "Click here for other versions" link on the xampp download page.
