The lite version is described to be able to post something in the chatbox when a new post is created, etc... but there are no options for this that I can find.

You can resolve this issue by adding yourself to Super Administrators in config.php and/or using your Super Administrator account to grant your normal Admin account the "Can Administer vBShout" permission.
