Then there is a permission issue somewhere.

ACP --> Vbulletin CMS --> Permissions - set permissions for each section

ALSO

ACP --> Usergroups --> Usergroup Manager --> Click on Each Usergroup there as well to give permission to View Forum & Thread Content.

Also, it helps to dump the CMS cache as you may be reloading the cached page with the old permissions settings.
