Where did the previous developers come from?
Most likely technically minded users who needed some functionality that wasn't offered so they did it themselves, then shared or sold what they came up with. I don't think anyone really decides "I wanna be a Vbulletin coder when I grow up". They do it out of necessity and become a developer over time.
