There is no way to do that in vbulletin. You might be able to do it by importing data directly into the database, but there are multiple tables involved, so it's a little tricky. The best way would probably be to write a php script to import them from a file, but if you don't know php you'd probably have to pay someone to do that for you.
ETA: I don't remember ever seeing a mod to do this, but that doesn't mean there isn't one, so you might want to search the mods if you haven't already.
