Are they using wordpress? or is it something else?

Its vBulletin 4 with a static stay in place menu. So its just some extra code added into the templates. It looks like they are using a custom menu for the top tabs and left the bottom navbar in place to me. Using a custom menu for the top tabs can look great but can also cause issues when you install a mod that needs to add a tab for an extra page like videos, articles and so on. you would have to add those links/tabs yourself to the code probably unless they have coded it in such a way where even though the menu is custom it accepts any new tabs added from a mod. It looks like they are using the built in sidebar (I think) and just coded it differently as well as the footer. There are endless things that you can do in some of the templates within vBulletin to customize it.
